Mr. Penman R. Gilliam
Mr. Penman R. Gillam spent his entire 50-year career in the mapping and intelligence business. He began his federal career in 1958 as a cartographer with U.S. Air Force Aeronautical Chart and Information Center – a heritage organization of the National Geospatial-Intelligence Agency.
The highlights of his distinguished federal career include providing targeting support during the Vietnam War and serving as director of the Defense Mapping Agency Special Programs Office for Exploitation Modernization. As SPOEM director, he was responsible for development and procurement of a state-of-the-art digital cartographic production system designed for multi-production center operation. He is credited by the U.S. Geospatial Intelligence Foundation (USGIF) as “leading the DMA’s transition into the digital world” and fundamentally changing the mapping and charting business. Gilliam retired in 1991 as DMA’s deputy director.
Gilliam was inducted into the NGA Hall of Fame in 2005 and was the recipient of the 2012 USGIF Arthur C. Lundahl Lifetime Achievement Award.
