NGA announces restructuring to streamline IT services

January 26, 2015

SPRINGFIELD, Va. The National Geospatial-Intelligence Agency announced today the merger of its chief information officer and its information technology services functions effective Feb. 15.

The consolidation will better position the agency to implement its mission-driven, services-based delivery model and achieve the goals of the intelligence community’s information technology enterprise, which provides the IC with a single IT architecture, driving efficiencies, intelligence integration, and enterprise security.

“NGA is at a pivotal crossroads where policy and business processes must move as quickly as IT implementation,” NGA Director Robert Cardillo said. “Executing new missions and leveraging new sources, along with our traditional missions and sources, require us to unify our IT management with IT delivery and sustainment. This merger will enable additional agility to accelerate IT delivery of capabilities while fully leveraging IC ITE and incorporating new data sources.”

Douglas McGovern, now the director of InnoVision, the agency’s research and development arm, will lead the newly merged chief information officer and information technology functions. NGA’s former deputy chief operating officer, McGovern brings exceptional technical expertise and managerial skill to this new position.

David Bottom, now the director of information technology services, will direct the agency’s leader development program. Bottom brings outstanding enthusiasm and experience to an agency program focused on developing the next generation of NGA and intelligence community leaders.

David White, now the chief information officer, will serve as the first NGA fellow to the recently established Intelligence and National Security Foundation. The foundation is an offshoot of the Intelligence and National Security Alliance, a nonprofit, nonpartisan, public-private organization. White is uniquely qualified to provide key interface and expertise with our partners from industry and academia through this very important professional association.
