Acting Department of Defense Chief Information Officer Terry Halvorsen spoke Sept. 24 at the National Geospatial-Intelligence Agency's Springfield, Virginia headquarters about the department's Joint Information Environment. Attendees from NGA, other Intelligence Community partners, and the military services listened to Halvorsen's insights on JIE's aim to modernize the department's IT infrastructure and improve business processes in order to create a better information sharing environment.
The JIE is similar to the IC's own information technology initiative known as IC ITE, or the Intelligence Community Information Technology Enterprise. Halvorsen emphasized that both initiatives are ultimately focused on finding ways to provide greater access to the data required to get the mission done. He also stated that culture -- not technology -- is the biggest hurdle to this future state. "We are not going to be perfect coming out of the box, but we have to be willing to start," said Halvorsen. "It is the IC that is leading this cultural change to information sharing."
